It's cut and dried, as long as his parents did the paperwork correctly. I am a naturally born US Citizen, even though I was born in Germany. But, I was born to 2 US Citizens, and they filed paperwork with the embassy that got me paperwork that said I was a citizen born abroad. Only in the event that his parents screwed up the paperwork is this even up for debate, and even that is a technicality. Children of US Citizens ARE US Citizens, no matter where the birth occurred.
That's a good point. If this town allowed McCain on the ballot in 2008, then they have to let this person on the ballot now.
I do not need proof, the burden of proof is on the person who started the thread, as there has been no forth coming links to proof, no verifiable names and towns associated with the story, and since many people have already proven that the story at face value is untrue, I think I am able to than say the story is B.S.

She was not a soldier, but a civilian contractor who was working with the military. I was mistaken on the OP. I was made away of the mistake and am correcting it now. The reason she was not sent home is because she chose to stay and work until late in the third trimester, when it was unsafe for her to travel. Apparently, he is claiming that the child of a worker contracted by the US government gets the same automatic naturalization as diplomats and soldiers. I was not really paying attention when I heard about it, and thought that her working with the military meant she was a soldier.

As far as I know the meaning of Natural Born has never been well defined in the context of those scenarios and the US Constitution, at least as far as the President goes. There are some statutes that would seem to indicate at the federal level the Congress considers US bases and Diplomatic installations US soil as far as citizenship go. I am not clear how the certificate of foreign birth issued by a US Consulate plays into the processing but apparently it does. Indiana is a limited Dillon Rule state as it applies to towns. Is this a Town or a City? (I always call my city a town even though it is a city for instance) If it is a town, they may not have the legal authority to enact such a statute if the state did not specifically grant them that authority.
Him being a citizen is not in question, but our town requires that all elected officials be natural born Americans, no immigrant can run for office. The children of US soldiers, and diplomats who are born outside the US while their parents are on official duty are given natural citizens even though they were not born in the US. The dabate is over whether or not this goes for civilian contractor who are doing official work for the government overseas.
I say it should. She was there because her country needed her there. Women should know they can work where the government tells them they are needed and not worry about their children losing the privileges they would born with if she stayed home and smoked meth instead.

Oh it's definitely a lie. A friend I grew up with in high school is an engineer contracted over seas for the military, still civilian. They had a kid about two weeks ago, Facebook baby pics incoming!!! His kid is a citizen. This thread is a lie. Close please.
