It could be an exaggeration. Still, I see people all the time, of every age, race and gender, who are fine and fit enough to work, but are somehow collecting disability. Robbing SS to give these people money infuriates me. A lot of disability recipients haven't hardly paid anything in, are fit enough to work, yet are getting more benefits per month than many people on SS who've worked their entire lives. Oh and SSD runs about 25 billion dollars short every year. Not to mention the fact that they aren't getting better and going to work. Sorry for the rant.
I hate to admit that there's probably a better than even chance you're right. Still, with the expanded qualifications and no oversight, SSDI is falling behind its funding by 25 billion dollars per year, which is being shored up by taking it from SS. And SS recipients get no cost of living increase because of it. That's just for starters.
Huh, I never thought about that before! Not being able to speak English in the USA is a disability. Well, yeah! I only know English and I couldn't learn another language to save my life. So it's interesting to contemplate that someone might find themselves here and not be able to get a job or function in a normal life because they can't communicate properly with the natives. It makes sense to me! Yes, I think that qualifies as a disability. I wonder if the USA is the only country in the world where such a thing is possible.

No there is no requirement that a person speak English to get SS Disability. But what exactly is your point on this ? The only requirement that I know of to speak English for is to get Naturalized as a citizen.

It's likely factored in to if a worker can be retrained. A roofer with a bad back and can't speak English can't roof and likely can't be retrained.
