It probably means quite a lot. She's young enough to pretty much certainly not be carrying any political baggage around, so her reactions are genuine. She goes to Paris expecting to see...Paris. As in, white French people. And she's surprised to be faced with an substantially black population. Paris before / Paris after. That's the point. It's not expected. It's not normal. It's surprising. And for a large unspoken minority (or majority?), it's not welcome.
