I don't know how putting laptops in the cargo hole makes anyone safer. But, there have been other incidents of devices being rigged with explosives coming out of Yemen.

The cargo hold is pressurized even though it has no passengers because you cannot have the cargo bay unpressurized while the cabin above is pressurized. The pressure differential, which could amount to 2 pounds/sq. in. or 14 kilopascals at an altitude of 29000 ft. , would cause the cabin floor to simply collapse taking the control cables with it and resulting, most probably, in a hull loss. IEDs are typically triggered remotely. Using a cellphone as the trigger is a popular method. You wouldn't even have to be in the same country as we have seen with US drone strikes operated from the Pentagon.
A laptop can be used to access the controls of a plane. Some Jihadi finally watched one of the black/grey hat conventions and figured out, "Wait... I don't need a bomb!" With a raspberry pi you can setup a station to monitor the flight data of all planes within a 40 mile radius. There's all kinds of things you can do with micro's like the Pi series, let alone an actual PC.
You can do all those things using a mobile phone. This new rule seems to not understand that mobile phones also have batteries and it's the batteries in laptops is the reason given for banning laptops in cabins. This new rule is just to please the public
I hope they are also demanding that the battery in these laptops be removed from the computer. This would make inspection easier and remote detonation harder.
