No one stops having sex because they can't afford a baby. They have sex because it's so damn pleasurable and sex drive is high among the young.
Babies are an unintended consequence many times. Especially if no access to BC or even abortion if they choose.

I don't get medicare, I don't use the exchange. I merely offered 1 reason why some people choose not to work. They lose benefits for every $$$ they earn. Sometimes to the point of not being able to afford the rent and food.
