Truth! They get more precision pistol training than anyone. The agency I worked with - US Border Patrol - gets into more armed confrontations than all other Federal Agencies combined, but there's too much political correctness hamstringing training for the most part.
At the time we were running 155-gr .40 S&W Remington JHPs, loaded to higher velocities than standard.
Did the expand better than the standard? Our testing if I recall, was the standard load performed almost like FMJ.
Looking at the testing it was interesting how it perfectly mushroomed and penetrated to the optimum depth in gelatin. However, intermediate barriers (drywall, etc.) could plug up the hollowpoint and it would perform like ball. Different cloth could affect the performance as well; standard cotton or wool clothing didn't seem to radically undermine performance, but denim or heavy winter insulated jackets could cause overpenetration issues.
We experienced over penetration issues in our testing, but we usually place denim before gelatin in our testing. I haven't researched actual field performance reports.
Our field results back in the early 2000's were pretty good for the time. There's better ammo today, but what we were using back then performed well enough to do the job when needed.
