How people are employed by a local government and the jobs they are assigned to isn't an opinion either.
What has that to do with some gimp in the city's civil engineering department who appoints a contractor to remove 1 object?
Some civil engineering gimp would be still employed by that local government no matter what. How much time would you think it would take him to appoint a contractor to remove 1 object? I'm guessing less than 1 day. And his contribution to any murder statistics would be nil. So... Seems perfectly plausible a local government can do 2 things.
If you think it takes one day to get anything done in government you're deluding yourself. Wonder why they aren't that time-sensitive with shutting down the gang violence there? They are doing two things: removing statues, and increasing the level of violence in the city.
Um, yeah. I do think it takes 8 hours or less to write a contract to remove 1 object. It's probably less than 1 page, excluding the general terms of the local government that you can just staple with it.
