Here's what the author said : James Madison in Federalist paper NO. 45: "The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce." Thomas Jefferson was forced to engage in foreign wars against the Barbary pirates. Isolationism is nice in theory, but it doesn't work in the real world (just like libertarianism and communism).
In 1801 Pasha Yussif Karamanli (a regional governor) declared war on the USA. This is why Jefferson took action. Thus, it was not a foreign war.
