No, Pompeo (Which in informal, Fasai dialect of Persian means water pump!!) said it is 39 years overdue, not 39 years old. The treaty was dealt after US and Britain overthrew Mosaddeq, the only democratically elected Prime minister in Iranian history, as then, the Shahs would appoint the Prime Ministers themselves.
