Yes, but this new form, where perfectly normal people suddenly go and massacre large groups anywhere and anytime is a new thing and its sudden and large growth is very concerning. Most other forms of sudden death by gunfire can be avoided. Frex, I can eschew going to the inner city in most circumstances without serious problem, but I can't avoid going to the mall, or the park, or the grocery store and I don't want to anyway. Even if they could not be classified as such, the united states government is devoid of a legitimate reason to be maintaining a list of legal firearm owners, who by their nature are individuals who are not going out and committing crimes. If anything the only sort of list government is authorized to maintain is one of known offenders and prohibited individuals.
