There's no good answer to this question. The answer will invariably require eating the rich (then moving on to lower tax brackets), nationalizing industries, printing money to the extent that it's worthless... and every other horrible idea under the sun.
So the cost will be past on to the tax payer for something only the bottom 50 percent actually gain benefit from... got it
