The case of the census asking whether persons are citizens reaches the Supreme Court this to week to hear oral arguments. Of course as the Wall Street Journal notes, it's a decision that will not be difficult as the law and facts completely support the administration. And further notes "The Census Act grants the commerce secretary discretion to conduct the census “in such form and content as he may determine.” In rejecting the citizenship question, the lower courts usurped that authority and frustrated Congress’s intent. The question about citizenship is far from unprecedented: It was asked in every census but one from 1820 to 1950. Most advanced democracies ask for citizenship information in censuses, a United Nations-recommended best practice. The administration argues that the citizenship data would help in enforcement of the Voting Rights Act, and that is manifestly true. By law, “majority minority” districts must be drawn so at least 50% of eligible voters—i.e., citizens over 18—are members of the minority in question. If too many minority residents are ineligible to vote, that defeats the purpose of avoiding the dilution of minority voting strength. Voting-rights litigation and compliance are hampered by the lack of citizenship data in the decennial census." The article as deals with the leftist claim that the apportionment of congress is done by a count of all people in that state including those here illegally. It notes that the original daft states "inhabitants" but that the Committee of Style and Arrangement substituted “persons.” However Powell v. McCormack (1969) found that any changes made by that committee were stylistic and not substantive. Inhabitants has legal restrictions it is more than a simple presence. "Webster’s 1828 dictionary defines it as someone with “a fixed residence” or who “resides permanently in a place.” In law, “inhabitant” was someone “who has a legal settlement in a town, city or parish” such that the person, “if a pauper,” was entitled to financial assistance there." And further notes Blackstone in 1662 discussed the same and resulted in the Constitutions original meaning tied to persons with a fixed abode and far more than simple presence. So perhaps we can finally get the SCOTUS to settle the matter and a good chance the Democrats are gonna wish they never started this fight. The Census can ask any questions it wants to because the information is used to allot government services to serve the needs of the the people. It can ask if you are an idiot, which it did at one time. Today that question would get about 50 million "yes" responses.

In general terms, the citizenship question shouldn’t be an issue but people like you are the reason some are concerned about it. You seem to assume any non-citizen is automatically an illegal immigrant (though in practice I suspect you’d only assume that of the non-white ones) and you would seek to punish all residents in areas where large numbers of non-citizens (legal or not) happen to live. Gathering citizenship information in a census for legitimate statistical reasons is perfectly reasonable. Enforcement of immigration law is an entirely separate issue.

No, it is not. States do not get to get more weight in House members and electoral votes because of illegal squatters. Of course Democrats want illegals counted. They have been working for the better part of 2 decades to ensure that the deluge of illegal immigrants is strategically distributed to specific parts of the country in order to convert or outnumber the non-Democrat voting natives of the area and to give justification to the laundry list of absurd "minority voting" provisos which also effectively further the goal of converting these specific parts of the country through redistricting. After the 2020 census there will be a reallocation of Congressional seats via a process called Congressional Reapportionment. If the current design plays out the vast majority of newly created districts will be Democrat controlled and the consolidated (lost) districts will be from majority Republican areas. EVERY WARM BODY GETS COUNTED regardless of their status. The administration is simply looking to categorize that status. BTW, to the best of my recollection, the only question that MUST BE answered on the census form is how many people reside at a particular residence.
