Socialism is an economic and social system, a form of government. Democracy is only one of the many way you can elect people. Socialism is the midway point when going from a capitalist system to a communist one. No one ever achieve full communism, they all stopped at socialism because socialism concentrate power in the hand of a few who have absolutly no interest in going further as it would mean they would've to relinquish part of that power to the community.
