One cannot 'enable' an event such as this. Unless you support the idea of 'papers please' in the guise of personal security, there were no expected shooting sprees, no known factor that said he was a nutjob on a mission.

Checkpoints and ID cards everywhere. (I'm of course being facetious, and pointing out how absurd the assertion in the OP is)
It has essentially been murdered by those who go out of their way to find something offensive in every facet of life. Comedians are now under increased scrutiny because of the current culture where everyone is having their feelings hurt for some reason or another. Instead of these hypersensitive individuals being told to shut up and grow up because their feelings do not matter, they are instead being catered to and various works censored.

There are no implications to be had. Mandalay Bay admits to no wrongdoing whatsoever on the part of either themselves or their affiliates, as the settlement states outright. The amount paid out constitutes a petty cash amount of what the organization possesses. It is nothing more than an effort to make the plaintiffs shut up and go away, and nothing more than yet another get rich quick scheme on the part of those claiming to be victims of the supposed negligence of the hotel for something they had no control over.
Actually the hotels insurance carrier decided to settle with no admission of guilt on the part of the insured.
That commonly comes out to 50% plus filing fees and court costs, so in the end the plaintiff's once the rest is divided up might be able to walk away with enough to have a dinner at Mickey Dee's. The end result is as usual the lawyers take it to the bank and the plaintiffs' wasted their time getting involved.
