Because people feel a lot less content when thinking about aborting/killing a baby than abortion/killing a fetus. It has emotional weight, which is why people get so upset when you say "baby killer" and not "fetus killer"
The govt sometimes engages in illegal/unlawful activity. Social stability is all govt is good for. When govt steps outside of that mission is when it becomes tyrannical.

Im not entirely certain whether they're 'allowed' to participate, 'incentivized' to participate, coerced to participate or forced to participate.

Honor= abide, respect, obey. Thats a dinstinction without a difference. When armed men show up at your door to kill or imprison you, doesnt really matter that they're offering you the choice to be compelled to prison or forced to die. You can call it either one, doesnt change anything.

See if the supreme court rules in favor of Louisiana then, all the pro choicers are going to have to fights state by state, and that will mean you guys will retreat to your safe states, and leave the pro lifers to do as they please in other states. The facts are that pro choicers are just one court ruling away from losing at least half the country. It's easy for state level democrats to say "we are going to protect abortion rights" when they have the courts backing them, but when they actually will have to vote on such divisive legislation and risk their seats, they will cower in all purple states. West coast and north east will be the only territory the pro choice will still have
