It seems reasonable to think that Trump had gotten away with a quid pro quo in 2017. Giving him the feeling Ukraine could be persuaded to do his bidding in return for military assistance again when it came to investigating Old Joe and his kid.

I guess the point is he succeeded in getting Ukraine to drop their investigation in to Manafort and discontinue their cooperation with Mueller. So why wouldn't he think he could do the same type of thing, getting them to announce they were investigating the Biden's, after having withheld military aid authorized by Congress for 7 months before he spoke with Zelensky?

It is fair to assume, given Trump's previous behavior, that Ukraine is not the only victim of Trump's attempts at extortion. The biggest candidate for such behavior is Israel. Israel's security relies on U.S. aid in no small measure. They would be a ripe target for Trump. South Korea is another candidate. There are many more.
Like I said...Trump has a history of repeating his crimes. If it works once...he'll do it again Which is why we can NOT let him get away with anything.
