He didn't say responsible and his statement was true. Nothing to do with character and she was replaced long before she ever gave testimony and her testimony was given days before the tweet, if he wanted to intimidate her he would have done it before then.

Sure, except for the part where what a POTUS can be impeached for is defined by the Constitution, which Congress doesn't get to interpret. The House of Reps isn't a court of law. The Senate is where charges are brought. Good luck with that. So yeah, other than being completely wrong again, sure.
