Until recently, the Electoral College has served America well for 240 years. Permitting a majority the right to rule over a minority is the worst form of repression.

13 states is all that's required to block any constitutional amendment, which is what is required to end the Electoral College. That said, each state determines how they allocate their electoral votes. 48 states issue them popular vote winner of state takes all. Maine and Nebraska give the winner of each Congressional district's vote, the vote for their elector, and then the overall state winner gets the two for the senators.

I've personally documented each election that way going back to 1952, as a hobby. (Ping me if you'd like any specific data) The right wouldn't like the results... Perhaps. What would you say to all the states that refused to join the union until there was such a system? Delaware, for example, threatened to ally itself 'with some foreign power' as a means to protect itself from the tyranny of the majority (citing Virginia's vast population advantage at the time) prior to 'The Great Compromise' that resulted in the EC. Most of the smaller states held similar positions early in our nations nations history. Many still view the EC as a contractual condition of union 'membership' floabt.

I'm in favor of a proportional electoral college vote allotment in each state. I think it would represent the will of the people a lot better than the "winner take all" method currently employed by most states. But it is unlikely to ever get through the state legislatures. Think about it, why would California's solidly democratic state legislature pass a bill that would only reduce the number of electoral college votes received by the democratic presidential candidate? Likewise for a Republican legislature. Partisan politicians never do anything to reduce the power of their party.
I seriously doubt we could. I think the Electoral College is here to stay. And I think it will work in favor of the Republicans...even though Trump was suggesting the EC is unfair to the Republicans. Oh, well...he is a fool, we all know that. But, since he thinks it, I wonder why he hasn't used his influence to try to change it?
Of course progressives want to ditch the EC. They figure they'll always have the demographic game locked down by offering free this and that, pandering to youth and minorities. Otherwise they wouldn't support getting rid of it. It's that simple.

Warren can't eliminate the electoral college. It takes a constitutional amendment to do that. 2/3rds approval of the amendment in both the House and the Senate, then 3/4ths of the states must ratify it. It ain't gonna happen. As to how each state awards its electoral votes, that is left to the legislatures of each state. 48 states go with the winner take all model, 2 go with the congressional district model. I'l like to see a couple of changes to the electoral college, but not done away with. The threat of tyranny of the majority over the minority is real. My change which each state legislature could implement on their own without a constitutional amendment. It would involve the 48 winner take all states. I would like to see it a must for any candidate to receive a majority of that states vote for a candidate to receive all of that states electoral votes. 50% plus one. If no candidate received a majority, 50% plus one, then the state resorts to the congressional district method with the plurality winner receiving the last two electoral votes. I'd leave Maine and Nebraska alone.
One of the quickest and easiest ways to bring the EC more in line with proportional representation would be to remove the Reapportionment Act of 1929. The day Democrats take the Senate they should make this a legislative priority. Removing it would add about 65 Representatives to larger states and make the House more representative of the population differences. Both Bush and trump would have never been elected had this law not been allowed to stand.
