The power of the president has grown over time by degrees. We had the ever increasing partisan pwer of the FBI, COINTELPRO, etc. Now, we have the president declaring himself above checks and balances, immune to action related to foreign action in our elections, and acts in affront to congressional oversight that put Nixon to shame. This WILL continue as long as we choose to do nothing about it. The next president WILL have the powers that Trump leaves - regardless of who wins that election. And, there is no reason to suspect it will end their. Our democracy is FIRST defended by the people. And, if we choose not to defend it, it WILL evaporate.

DC isn’t a state. It’s a federally run district outside of any state. Capitol Hill passes the budget for the city they are in.

There is no "rule of law" that suggests Bolton must be prosecuted. This is true in general, too. Law enforcement/prosecutors are not required to prosecute all crimes they know about.

There is a rule of law that recognizes the separation of powers and executive privilege. Conflicts between the Legislature and Executive branches are settled by the Judiciary.
