Obama ended with average NFP net job creation of 183K per month. In 2018, that number was 223K jobs per month. It probably won't be that high in 2019, but so far, Trump's average month job creation is higher than his predecessor.

While people who choose full/part-time work is not really a concern, the real concern were job gains and relatively lower wage sectors, such as accommodation and fast food.
They're not seasonal jobs. BLS only reports seasonally adjusted figures. Whatever number you see is the number adjusted for cyclical factors such as seasonal patterns, holidays, and weather conditions.
