Businesses that cluster tend to do better. For instance, restaurants clustered together tend to do better than those restaurants that are far from from other restaurants. The high tech world kind of works that way. But different. I come from Boulder where the city has done much to draw high tech and scientific laboratories to the city and surrounding area. The nature of science and leading edge engineering is that it lurches ahead in projects that last from a year to maybe 5 years. Thus there develops a culture of scientists and engineers jumping from company to company, creating a kind of local brain trust upon which to draw upon. I'm sure the Bay Area is much the same, only bigger. IBM set up their harddrive plant in Boulder, and soon everyone in the market, except for the Japanese, had research facilities in Boulder. It is actually part if the Wealth of Nations that Adam Smith was talking about. Certain areas develop a specialty, upon which they trade. Michigan made cars, the Carolinas made cigarettes, Kentucky made whiskey. Wisconsin makes cheese and beer. Southeast Colorado is melon country. Apples rule in Washington. Each locality finds its niche, and profits off it. I think that through automation, we could not only dominate manufacturing but also make factory workers obsolete. Since I was a small child and let my imagination run wild with the Jetsons, I have imagined, and even worked for a future, where machines do all the work. Even imagining all the leisure and happiness that would allow humankind. Never did I imagine an aristocracy would rise up to suck all the wealth and leisure away from the rest of us.
If it makes sense to sell off federal holdings, then congress is hte place to make that decision - not armed cowboys who are stealing land. Period. There is nothing even slightly obtuse about that.

I started out 28 ojt turret lathe operator for an oil patch parts and supply company called Trico industries. After about five years I was among the best turret lathe operators ever. Then about three years later the first CNC lathes showed up. I spent a year playing John henry and decided Joining them was a lot better move than fighting them.

I don't know about else where, but if in Colorado one was to say that they were going to sell off all the public land, to the highest bidder, that one would be strung up by their neck. There is a reason they call it public land. Ever hear the song, this land is your land this land is my land... Living in the West is vastly better than the east. In the east people are practically living on top of each other. In the West there are wide open spaces that we all can enjoy, not just the highest bidders. More and more I'm coming to see that libertarianism is a tool of the aristocracy. Why should common folk be allowed to dirty up the landscape.
Those jobs had requirements beyond high school. Plus, the question is where those careers are headed. They look pretty much exactly like the jobs that autoworkers made better money that that - until they got laid off. Those jobs do not make us more competitive against China, India, Europe, etc. Today, China owns the most patents, and ships the most technology and parts in clean energy. Are we really going to cede the marketplace in ENERGY to China??? Let's remember that these economic sectors of the future depend on trained brains. THAT is the natural resource that is required. We start off with not even 5% of that resource. We can not afford to waste brains. Not just for competitive reasons, but because those brains that DON'T get trained all too often end up needed social service support - costing us instead of benefitting us.
Some still has to fix and program the robotics and automation. I remember in the 1980s a Eaton lights out plant closed down because the technology was not there I remember when the first robotic paint shop was put in in at ford a hilarious story, of Union workers seeing robots paint everything but cars.
Even though there are advantages and disadvantages to being a high tech center, on balance it's probably better to be one than not. But they are not the only places that are growing. Metro Dallas-Fort Worth is growing faster than any other metro area. It has an extremely large and diverse economy (#10 in the world). So not being included in the high tech club is far from fatal.

Today, manufacturing is looking for those who can design, build, install and operate automated factory systems. Today, those skills require education in civil engineering and similar areas. As you point out, automating a plant is not trivial.

I don't believe any of these economic factors is immediately lethal.. However, the population grwoth of a particular area doesn't necessarily mean we are becoming a more competitive economic power. As oher nations become equal in manufacturing capability, we need to find new segments where WE are the leaders. For example, China has pretty much decided to take over clean energy - a segment that clearly has gigantic growth potential. In waht segment is Texas planning to be world leaders? What are they doing to get there? If we give up too many of these segments, our economic power will decline. We are NOT the fastest growing economic power. And, a majority of our world influence comes from the fact that we are a majorly wealthy country taking part in world trade.
