    He did not conclude that it was not motivated by political bias:

    "...we did not find documentary or testimonial evidence that political bias or improper motivation influenced his decision."

    That is the quote so oft taken out of context. That does not say that political bias didn't influence the decision, only that he could not find documentary evidence to demonstrate the obvious political bias motivated the decision. It very well may have but he was unable to prove it - he did not refute it.

    That's a fair point.

    Horowitz did not find any evidence of a political bias as motivation for the legally justified investigation.

    Then you are being intentionally obtuse.

    Trump held up the aid right after Biden announced his nomination and pressured Ukraine at the same time that Trump's internal polling showed he would lose massively to Biden.

    That's because Horowitz didn't have a document that said "we are biased" and nobody said "yes" when asked if they were biased.

    Unless someone admits to it, or there is documented evidence, he cannot come to a conclusion as an IG as a legal matter no matter how obvious it is.

    But you guys are welcome to keep thinking the IG report is helping your arguments.

    Investigating probable cause of political corruption is not an abuse of power. Are you saying Hunter Biden has some immunity from investigation? The Obama administration began an investigation into it's supported candidate's and party's political opponent was that an abuse of power?

    The investigation by the Obama administration against the Trump campaign was - and this has been repeatedly confirmed - based on probable cause.

    Trump demanding that Ukraine announce an investigation against a domestic political opponent when his domestic investigation agencies already concluded that there was no probable cause is an Abuse of Power.
