It's NOT THAT SIMPLE. America fought guerilla warfare against the Viet Cong, and defeated them in 1967. But then America had to fight the North Vietnamese Army which had the backing of Mao's China, the Soviet Union and the Warsaw Pact nations. No light arms here. To be successful insurgencies need a border to cross, and allies. I can't see local Americans looking to Mexico or Canada to help fight tanks and F35's. To be genuine about fighting one's government the citizens must also possess heavy and high tech armaments, including nuclear weapons.
The problem is you need enough of the population willing to fight and/or support a rebellion and leadership that is organized and capable of the operational side and any leaders that much of a threat the government would arrest and try in court well before they could organize. In addition I don't see the will for an armed rebellion with say 30 million people involved in happening anytime soon the size that could maintain a insurgent/terror force going long term.
Actually the link is very clear that Saddam did not possess WMDs at the time of the invasion. He maintained the intellectual capacity to renew the program sometime in the future but did not possess the actual weapons at the time of the invasion or for several years prior to the invasion.
