Oh, as in they should've known the difference. I see what you mean. Well, deliberately tracking and engaging the plane's signature is not the only way that this could've happened you see.
So were the US Navy 'morons' when they did the same thing back in 1998? I wouldn't think so but hey obviously its a simple matter to sift through radar multiple contacts hen under the threat of imminent attack (or at least what you suspect is an immanent attack). As I understand it you have two (immediate) sources of intel on potential targets, the planes transponder signature and the separate and distinct returns you get on your military search radar. I am told that ideally these two sources of information should be synced/merged with other intel including civilian flight schedules that are also up uploaded into your systems and are supposed to be updated regulatory. On top of that you have intel from other radar systems including airborne early warning (if you have them), radio E/W intercepts and satellites etc. All of which is supposed to inform your shoot/don't shoot decision making. Also military aircraft can (in theory) if the opposition wants spoof civilian transponder signals during war time. (Only ever saw one 'source' on this so happy to be corrected if wrong on this point). That's a whole lot of info/risks for an inexperienced commander to deal with, especially if they report to a dictatorial leadership structure that doesn't take failure lightly. So IMO easy to see how newbies how the Iranians could f#$^k up so badly. Glad not to be the guy making these kind of decisions BTW.
