The data does show that impoverished, mostly black neighborhoods are where most shootings in America occur. Drugs and gang violence are the symptom of cities which let certain neighborhoods rot and provide lower-quality education than the surrounding wealthier neighborhoods. The solution is not to target "black men 16-25" with unconstitutional search and seizure. "Stop and frisk" based on skin color is definitely racist. It subjects too many upstanding citizens to discrimination based on their race. The comment about handing out a Xerox copy of a young black man is too close to the crude racist cliché that "They all look alike."
