1) The irony is wonderful. You don't have a problem with government spending on war, but social spending is the work of the devil... Economists fear deflation for extremely good reasons. If the people that wound up in WW2 had gone in malnourished and dispirited, that would have been a hell of a problem. There is a point in there, it is that conservatives prevented FDR spending enough to get us out of the Great Depression, at least until the war. 2) The big bucks came after Apollo was over. 3) Drug companies couldn't afford the do the vast majority of the research. You have implicitly conceded my point here, that it's a successful cooperation.
I have never said the social spending is evil, but there is social spending and then there is social spending. The first is spent to provide essential support for clearly necessary things: some R&D, roads and bridges, help for the seriously down trodden, for example. The other and most is predominately pandering and vote buying that I would classify as evil. The Constitution says nothing about social spending. No social spending actions are in the enumerated list of what the federal government can do. The preamble says to "promote the general welfare" which means avoid doing things that might inhibit or restrict the people's ability to better themselves; it does not say to provide for the general welfare. The Constitution says the federal government's has the purpose, power, authority and obligation to spend money on war. Here it does say "provide for the common defense" and is included in the enumerated powers.
One of the reasons the other developed countries were able to dramatically reduce the number of corona cases is because they have national health care. Countries that have successful education have federal schools, or federal standards. Standards wouldn't work here. Etc, etc. I'll try and find a time machine for you.

The wheel spins doing work as long as the water is flowing. If one really wants to further the wheel work with stop and start, one just makes the water divert to and from wheel as wanted.

China's been lying from the git go, and North Korea and Russia barely even discuss it. Much of Scandinavian just ignored it and seem to have no worse outcomes than anyone else. Want to see what you can do with them? Woods Hole oceanographic get 80% of its funding from government grants. The bulk of the remaining 20% comes from corporate sponsors. Dude people have been conducting trade since there were people. We know this not from economists but from archeologists and historians. Half the code if Hammurabi is about regulating water rights and establishing uniform Weights and measures a lot of the Bible talks of the same sorts of thing, see Leviticus. Note the fact that they were regulating it is a firm indication that trade was going on before those were written. Government is almost always reactive not creative.
