Don't we already have a bunch of affirmative action programs that have been around for decades that help minorities? We also have Medicare, Medicaid, Welfare, Food Stamps, Student Aid, and Social Security. These programs disproportionately help low-income people, and African Americans are more likely to be low-income.
All those programs to do is keep people out of the worst cases of poverty and prevent homelessness and malnutrition. They do nothing to help blacks get educated, get trained for jobs, have more job opportunities in their communities, start new businesses.
Financial aid tends to focus on helping lower income people and is a huge part of helping people afford college. This tends to benefit black people and minorities who tend to be lower income. This program has been running for decades and has been helping minorities through tax money (mostly on white people).
The best way to mend the racial divide is to force white people who had nothing to do with slavery to pay for what people they have no relation to did a few centuries ago.

Let's say that if we spent 2 trillion dollars now on infrastructure and education and job training and small business loans for black people, in 20 years black crime rates and poverty rates and education rates and employment rates would be similar to or equal to whites. Would the money be worth it??? I say yes!!! I suspect most conservatives would say no

A Housing and Urban Development study determined that 94% of the Decatur Housing Authority's units in two towers with views of the Tennessee River are occupied by white people, while all the units in a housing project farther from the river are occupied by Black people, The Decatur Daily reported.

Maybe, but there is zero way to make a guarantee like that. You could run any hypothetical scenario you want to and there's no way to 100% guarantee that would be the result in 20 years. And that is a HUGE amount of money to invest for something that "might" work. Plus you are going to have to address the morality question. Who is paying for this? Is it just tax money that everybody is paying? Are black tax payers exempt for paying taxes towards this particular program seeing how it's for them? If so then who exactly gets taxed to pay for this? Only white people? Only white people alive during the Jim Crow era? The white kid working as an auto mechanic changing oil at the shop around the corner who was born in 2001? Does he have to pay? The retired white couple born in the 1940s who frequent my local bar near my house who live on their 401ks and SS? We taking their 401k? They were the ones who were actually alive and working during the Jim Crow era. Which black people get the benefits from this? Only those alive during the Jim Crow era? Children of those alive during that era? What's the cutoff range as far as current income status? Is simply being "black" the qualifier or is that a line in the sand to where you're doing "good enough" already so you don't get any of these benefits? Is Russel Wilson getting some of this? Middle class black folks? Only those under the poverty line? These are real world questions that need to be answered before just deciding to write a huge check like that. Money has to come from somewhere and it has to go somewhere specific.
The concern is that you'll end up spending $12 trillion, and black crime, poverty, education, and employment rates will still be similar to where they are today. If that happens, do we get our $12 trillion back?
Two Trillion would be cheap if it got the results you claim, however there doesn't seem to be any reason to think you would get those results. Lots of money has already been spent, far more than two Trillion, and we have nothing like "black crime rates and poverty rates and education rates and employment rates would be similar to or equal to whites."
