Who would pay for these forced sterilizations if a woman chose to get an abortion and could also pay the new tax? Will we tax abortions again to pay for this? What if a woman is unable to afford her forced sterilization?
The dr is there to consult and inform, not make the decision for her. Yes, the woman will decide, it is her choice — saying “it is between a woman and her doctor” simply means stay out of her medical decisions.

How about a loan program? Tell you what, if the woman is still low-income by the time she is in her 40s, the debt would be forgiven. In that case, it would probably be an overall benefit to society anyway, so I am okay if the taxpayers have to cough up some dough. (at least from what I've researched, I think they already do sterilizations at most county clinics with a $50 copay, so I think the point is moot)

Explain how birth control can be "free" if the government pays for it, but not "free" if women getting abortions are taxed to pay for it. (You do realize if government is paying for it, someone is getting taxed?) Realize that this whole conversation about paying for birth control started within the context of trying to reduce abortions as the justification.

Here's my proposal: If the panel ends up ruling in the woman's favor, she doesn't have to pay for it. I think women would have a good idea whether the panel would approve the procedure. So hopefully in many cases, women wouldn't bother going to the panel because they'd already know what the outcome would be. We'd only need the panel in a small percentage of the cases, but the very existence of the panel would serve as a deterrent. I'm even okay with making 2 of the members of the panel Philosophy grads to save money.

Copay is if they have insurance. That you see nothing wrong with the government forcing a woman to pay for a forced sterilization but are unwilling to have the government try and prevent this through no cost birth control should tell any objective viewer all they need to know about this line of reasoning. If you were serious about preventing abortion you would be for any program to prevent them — but it seems all you want to do is punish women.
Because that doctor wouldn’t be just advising her, he would be pushing his narrative. Doctors should give fact — not (likely religious) indoctrination.
