The best pistols in the most qualified hands in a controlled situation like shooting at a firing range are only that accurate for a few feet after that it requires adjustments made by the shooter to put a bullet where they want it. LEO's in most situations have a moving target and milliseconds to act so the torso is the best choice unfortunately this usually doesn't turn out well for those on the receiving end. The trick is not to put yourself into that sort of situation, play stupid games, win stupid prizes.

A man can start from a dead stop twenty feet away and cover that distance in a second and a half. It is problematic whether you can hit a moving man twenty feet away. You certainly would not be able to hit him in the leg. He can cover ten feet from a dead stop in less than a second. Most likely you will not be able to shoot him in the leg. It is pure fantasy to believe the police can shoot someone in the leg.
