Depends on the State laws. All are different. In Wisconsin, not ballots received after election day are valid. It's in the election laws. And voters who use mail, need to be aware of this and give ample time or make alternative plans.

The only missing postmark ballots that the judge said should be counted were those received by the day after the election date. Which . . . yeah. If you receive them the day after the election, they were most likely submitted by the election date. "Ballot harvesting" after the election isn't going to help at that point.
