The Democrat controlled state legislatures decide who shows up to represent them at a Contingent Election. Some random Republican legislator can't just show up on his own. The legislatures decide who goes.

If they want nobody to show up, nobody will show up.

The House vote does not need to be certified, it is de-jure certification. 2/3 of the states vote, elect Trump by 27 votes, game over.
