Fox News says that the GSA just informed Biden that they recognize he is the winner. Regardless of Trump's continued failing lawsuits. the GSA will start giving money to Biden and also office space. ....and Trump gave GSA official permission to do so. Glad this sad period in our history is finally coming to an end.

The GSA does not have the authority to declare anyone the winner. Unless there is another GSA besides the General Services Administration.

Therefore, they declared them the winners as defined by the Presidential Transition Act of 1963 "The terms ‘President-elect’ and ‘Vice-President elect’ as used in this Act shall mean such persons as are the apparent successful candidates for the office of President and Vice President, respectively, as ascertained by the Administrator following the general elections held to determine the electors of President and Vice President in accordance with title 3, United States Code, sections 1 and 2."
Wrong. That is not what they said. They have no authority to certify. They declared them the "apparent successful candidates". Apparent successful candidates is not the same as being certified.
All the GSA did was decide that Biden/Harris most likely won the election and as such they are entitled to GSA services which means they will be given office space, furniture and other items and services required to transition into the office of president and vice president. It is the right thing to do. However, it does not even mean that this is a non-reversible decision. In the unlikely event that it is determined that Biden/Harris are not the winners, those services would be terminated. The GSA in no way has the authority to certify the election.

Given all the tension in this election, the GSA was wise to wait until the numbers seemed irreversible. That just happened today with the Michigan confirmation.
They don't declare them "apparent successful candidates". They declare them President Elect and Vice-President elect. Certification that is necessary for the Biden team to receive security clearance, receive transition funds, start receiving a salary, etc.
