The sources are about that drug users get the drugs from people of the same ethnicity. So when whites use more, means they also sell more. How hard is that to understand? I already proved that with 6 sources. Cops, due to their systemic racism, end up arresting black people for drug offenses at a much higher rate then whites, while whites do the same or even more drug related crimes. And you failed to disprove it with a source. the conclusion of my previous source: The significantly higher rates at which blacks are arrested and incarcerated on drug charges relative to the rates of whites raise a strong inference of prohibited discrimination that could be countered only if the disproportion were justified. The rates bear no relationship to rates of offending; to the contrary, the evidence is clear that whites engage in drug offenses with relative impunity compared to blacks. The underlying motivation of the war on drugs was infused with racial views and concerns adverse to blacks.

that’s not what you said. You said, more crimes are committed by blacks. Per capita means something for blacks but means less for whites. You can avoid higher rates of black crime by moving out of black dominant areas. These higher rates maybe in some states in black communities and among blacks most often. Even black families may choose to move. Not white crime, they’re fking everywhere.
