    If you look through English history it is full of riots, disorder and even massacres committed by the Army against crowds. It should be noted thar rioting was common place in the middle ages in England and London was far less safe than it is today. For instance in 1729 Parliament passed a Gin Act that increased the tax on the drink. This action was unpopular with the working-classes and in 1743 resulted in riots in London. The crowd ignored the magistrates reading of the Riot Act, and a great deal of damage was done. The government responded by reducing duties and penalties, claiming that moderate measures would be easier to enforce.

    There has always been a criminal element in London and the UK as in other countries and like most countries the UK has it's poverty.

    I am sure some of the unsavoury characters in Victorian England would be involved in such disorder if they thought they could get away with it, just read the works of Charles Dickens or look at William Hogarth's depictions of London.

    Public disorder is nothing new, what is new is the rapid exchange of information and planning by gangs and those involved in criminality via social networks and blackberrys.

    In terms of a better response to such public disorcer, merging powerless PCSO's and Special Constables in to a properly trained police reserve with full powers, would allow the police to swell numbers more easily in times of disorder or emergency.

    It's also time to reconsider cuts to police budgets, although I agree with moving officers from backroom duties to frontline duties and I also agree with attempts to cut down on police paper work.

    A review of social networking sites and more enforcement of such sites by the police is also being considered.

    What happened in London was merely criminal looting not protesting or indeed rioting. Shop windows were smashed and goods taken by organised gangs as well as those tagging along for kicks.

    Riots and mob violence take on a character of its own. It certainly can happen. Even if it didn't, in a riot you need a gun. No one is safe.

    And, the point of the illustration is, if it were you, and the women was being raped by many men, what would you do? In other words you indicated you didn't need a wepon in your illustration. Maybe not. But that is not always the case. So what would you do? Call the police? She will appreciate that.

    The fact that the nation is on the verge of bankruptcy with a massive budget deficit means there is little leeway who ever is in power and to not cut public services would just mean higher rates of interest on our debt and the country paying more in the longer term. It's a myth to suggest Labour would have somehow avoided having to make such cuts, indeed Labour had plans for substantial cuts to the NHS, Police and a raft of other public services. The death of a criminal and Government cuts had little to do with the criminality that occurred and most people have no sympathy for those who perpertrated acts of looting and violence.

    Sadly it seems that much of this was just plain criminality with little regard or respect for the property and values of society at large, indeed Wales, North East England and Scotland have some of the poorest neighbourhoods in the UK with the least job prospects but there was no rioting there.

    Sorry, Serfin' USA, but it isn't about poverty at all. It is about spoiled brats thinking they are entitled to take anything they want and act in any way they want. Their actions are similar to those of three year old toddlers.

    Many of the rioters come from middle class and even wealthy homes. A recent news article identified some of the looters as; a young woman from the upper class who attended private schools and lives in a million pound home, two college students who are studying to be social workers, a music student, a chef, and a ballet student. These are not poor people rioting and looting just to get the bare necessities. It isn't food and nappies being looted but HDTVs, liquor, stereo equipment, jewelry, and other high end items.

    This isn't about poverty. It is about the atmosphere of entitlement these people are being raised in. It is about a society that takes from one group that earned it and gives to another group that simply wants it. When you have people growing up believing they don't have to work for what they get, this is the result.

    well, yeah, but how often does that happen? I've never heard of it happening in a riot or demo in the UK anyway.

    Stupid. The culture comes from inner cities, gangs, poverty, drugs, unemployment, racism, poor prospects, inequality, poor education, capitalism.

    Well, at least we can agree that's it not a race thing.

    I will concede that not all of the looters are poor. It's hard to say what exact percentage is and what isn't, but yes, there is accumulating evidence of wealthier looters.

    The English are a strong mix of many races, creeds and peoples, Saxons, Picts, Normans, Celts, Vikings, Romans and most of the peripatetic nations of the modern world. These were the people who settled America and fought and won independence . Every brave white American has a European in his backbone. Think before you blurt.
    British muslims are proud to be British and the UK is a richer culture for their presence, as is the US of AIPAC.

    well, I'm not sure why riots occur in some areas but not others. Obviously it started in Tottenham after Mark Duggan was shot by the cops.

    Lets try a few facts:

    In Tottenham the youth service has been cut by 75%.

    From 2005 to 2009 police searches of Asian people increased 84% and black people by 51%.

    All ethnic minorities in Britain still earn less, on average, than white people.

    Across London youth unemployment is 23%, in inner city areas it is far higher.

    EMA is being abolished and tuition fees tripled.

    2000 black youth peacefully marched on Scotland Yard two months ago but it did not get in the news.

    The Haringey Council which includes Tottenham is making £41 million in cuts.

    Recently the Guardian website posted a video where young people warned that the closure of eight out of 13 youth clubs would lead to riots.

    36% of children in Haringey grow up in families struggling to meet the basic necessities of life.

    The end of EMA student payments was widely cited by young people in Tottenham as contributing to the growing frustration. EMA was a grant to help teenagers attend college.

    Socialist Party:

    Stafford Scott, a community activist from Broadwater Farm, explained how the rioting started:

    "The reason I believe that it happened is that police paid disregard to the feelings of the family of the young man ... They haven't met with any family liaison officers at all.

    "We were absolutely disgusted by that, so we decided that we needed to come to Tottenham police station, because they may not be aware that a murder has been committed."

    Over a hundred people protested outside Tottenham police station on Saturday afternoon to demand justice. Stafford explained that the police prevaricated for hours, sending no one in a senior position to speak to the protesters.

    People in Tottenham said that the rioting began after a 16-year old woman was beaten by the police. The shopping areas were the main target - and this has been the case in other areas too.

    Petrol bombs were thrown. Shops were looted.

    Mobile phones and sports clothing were taken - 'must-haves' for young people, many of whom can't afford such luxuries given poverty minimum wage rates and benefit levels.

    But also taken were basic items such as food and nappies, an expression of the crushing poverty.

    Tottenham is located in the borough of Haringey, north London, where over 10,000 people claim jobseeker's allowance. One ward, Northumberland Park, is among the most deprived areas in Europe.

    The council has voted to add to this immiseration with £41 million in cuts to vital public services and jobs. Tottenham is also where the 1985 Broadwater Farm riots took place, sparked by the death of Cynthia Jarrett, linked to the police.

    And now Tottenham is burning again. Adding to the deprivation suffered in the borough is the destruction of homes, services and shops that resulted from the rioting of 6-7 August.

    But, contrary to reports from some politicians and media, the rioting and looting that took place was not just the result of 'outsiders' or 'hooligans' but was a spontaneous outpouring of the anger of sections of the local population, particularly young people.

    Contrary to the media reports these were not 'race riots', but involved young people from every ethnic background. Following the fatal shooting on 4 August of a 29-year old man, Mark Duggan, by police, a peaceful demonstration from Broadwater Farm, Mark's home, demanding "justice" and explanation about his death was ignored.

    Anger spilled over into rioting, which left parts of the area looking "like a battlefield". Without fundamental change, the conditions for further rioting exist.

    'Just the tip of the tip of the iceberg'

    Youth who gathered to survey the debris on Sunday 7 August, said that the rioting that took place in Tottenham the night before only gave the merest glimpse of the seething anger and frustration bubbling up in the area.

    Causes of this anger include acute unemployment, with 54 jobseekers for every vacancy in Haringey. As recently as 31 July the Guardian website posted a video where young people warned that the closure of eight out of 13 youth clubs would lead to riots.

    "There's nothing here for us". Young people's services are being hit hard as part of Haringey Labour-led council's plans for £41 million of cuts over three years.

    One 18-year old man told the London Evening Standard: "You get no opportunities around here. The police stop you because you're black.

    "They stop you because you're wearing a hood". Police racism is an accepted fact.

    One young worker said that being stopped while driving was almost a daily occurrence.

    Shocking as the scenes and footage of Tottenham have been, it was not unexpected. Over recent years, as young people have faced growing attacks on their right to a future, riots have ripped through France and Greece and other European countries.

    Many, including the Socialist Party, warned that if brutal cuts were brought down on the heads of young people in Britain, riots could happen here. In April 2010, even Nick Clegg, then of 'Cleggmania', now Lib Dem deputy prime minister in the coalition government, warned that a Tory government would create "Greek style unrest".

    These conditions, while severe, are not unique to Tottenham. Far from it - cuts in public services and jobs are ravaging communities across the country.

    Within hours, the rioting and looting spread to other areas of London. Stella Creasy, Labour MP for nearby Walthamstow, tweeted on Sunday evening (7 August) that there would not be rioting in her constituency.

    Within hours hundreds of young people were gathered on her local high street and in other parts of London.

    Mark Duggan's death in Tottenham is the latest of a number of shocking deaths at the hands of the police, mostly of young black men. But the highly combustible material was also the crippling poverty, frustrated ambitions and alienation of much of Tottenham's inhabitants.

    Distrust

    Police claims that Mark Duggan was only shot after he opened fire on police are treated with contempt locally. There is no trust in the police, particularly following their lies about the deaths of Jean Charles de Menezes in 2005 and Ian Tomlinson last year as well as many other incidences, including the framing of Winston Silcott and the 'Tottenham Three' during the Broadwater Farm riots of 1985.
