The car was driving towards the police because the driver had already been shot and was unconscious. There was no danger to officers

 

Who is surprised a person in the car said that, not many I suppose. How would the officers know the person behind the wheel was already shot and unconscious?

Huh? Can you try to make some sense? And yes police officers and other law enforcement officers act under color of law and can use deadly force to stop imminent threats to us law abiding citizens or themselves and stop fleeing felonies who refuse to succumb to arrest. You didn't know that? It's what we pay them to do, protect us.
