A liberal like Carter likely thinks that the American economy is better off if more people depend on a government stipend while heavily taxing those who actually create revenue. Government redistribution of wealth causes all individual wealth to be limited. Since China can manufacture goods cheaply by paying wages that Americans would perceive as poverty level wages, Americans can afford to buy those goods with their government-limited income. This exemplifies Obama's vision of what America should be.
