But we have a different education funding system in Australia, Sushi. In Australia public education is funded by the state, so in theory all public schools get the same amount of funding per pupil. In America, public schools are funded by the school district. If you live in a much lower socio-economic district the chances are your schools will receive less funding than ones in a much higher socio-economic district. The 'quality' of teachers will also be much lower in a lower socio-economic district.

What that means is, students in poorer districts, especially minorities will receive a lower standard of education. It becomes a vicious cycle. Lower education, lower paid jobs, higher unemployment, increased poverty.

 

Black Africa was systematically raped by European colonialism for about 600 years, first for the very slaves we are discussing and then for their resources. Millions of them were indeed enslaved and kept there, by other blacks, Arabs and then Europeans. The colonial depredations are still going on.

African nations are gifted with most resources but two, coal and oil are less abundant here than elsewhere, particularly in the Sub-Saharan Craton, where the rocks are very old and sedimentary basins are not the main underlayment. They have also not been helped by the fact that most of their rivers are not navigable beyond a few miles from the ocean due to rapids

Mind, this is not to say this was all the 'fault' of anyone, just that Africa has come up a loser in history over the last 500 odd years. A thousand years ago the same could be said of Europe

Comparison of racial IQ's are meaningless, as intergroup/racial differences are always exceeded by Intragroup differences. Genius is exceedingly rare in any race, and a black genius is still a genius.

The Scramble for Africa happened in the mid 19th century, before that most of Africa was not colonized.

Ethiopia, and Liberia weren't colonized, and they're even poor by African standards.

South Africa was colonized longer than much of Africa, they're rich by African standards.

Many European countries were colonized much longer, including Finland from the 1200's to the 1900's,Ireland from the 1500's - 1900's.

 

Education, and poverty does seem to change IQ scores some.

But, it's simply not enough to explain away the differences.

Because Black Americans score lower IQ scores than the World average, despite having higher incomes, and better resources for education than the World average.
