I always told my students to check all Treaties binding the US for "Reservations." Reservations are filed by States which exempts them from being bound to certain Articles within a Treaty. The US more often than not, will file a Reservation when it ratifies any Treaty. Accordingly, what appears to be a violation of a Treaty, often is not where the US is involved.

Could one imagine back in WW 2 when our troops entered a French town occupied by the Waffen SS. The commander would have had to ask permission from the Pentagon if they saw some SS men shooting at them from an apartment building, because they didn't want to risk harming the French civilians and have them had bad feeling against them for attacking the place.

If the American coalition is bombing Raqqa as well as Mosul with white phosphorous and killing civilians with total indifference, it's to grab the oil rich city before the Syrian army can take it back so they can make it part of an American and Israeli friendly Kurdistan. Unlike the US and its coalition which is invading and occupying a sovereign nation, Russia is there on Pres. Assad's request.
