It is. Basically what happened was, was we added Sexual Orientation to our Canadian Code of Rights and Freedoms. And an alteration was added to our Criminal Code of Conduct regarding hate speech laws. Canada isn't like the US in that we don't have the 'right to free speech' as you guys do.

The Criminal Code doesn't lay out fines. Your talking about the Provincial Human Rights councils. They are the ones who lay out the 'fines', and if they aren't paid, they refer them to the actual court system.
