Sure, and some in this world in some cultures even eat dog meat. But even they would rarely boast about killing the dog as if it is something to be proud of.
How is that different from killing a mouse, a cow, a pig or any other animal? For whatever reason or for whatever kind of animal, that animal still ends up dead.

Not a change of opinion. It is a difference in circumstances. I do not like killing a dog. However, if I take it to a vet and it needs to be euphemized, I prefer the vet doing it rather than me. I see no need to take a stray dog to the vet. I do not intend to keep it and if I cannot get rid of it otherwise, I will kill it myself. There are not many other options. I could take the dog somewhere else and dump it, but that just makes my problem someone else's and is just a cowardly way out.

when I ran CC in high school, we trained in a very wealthy area of Cincinnati that boasted 5 acre or larger homesteads. Deer hunting is legal there now, and many people owned horses. Dogs were not allowed to run free mainly because they annoyed the many horseback riders. a certain home, near my HS housed a vicious dog that would run from its property and harass or bite joggers, runners, horseback riders and cyclists. The owner had been cited to mayor's court at least three times before it bit one of our team members. The next day the captain, who ended up playing D-1 Hockey and track enigmatically noted that he "needed to break in a new pair of spikes". as we neared the house with the dog-he took the lead-sure enough the dog attacked and he snapped kicked it in the throat. It was dead in about a minute. the news got back to the coach. he interviewed us all. he called the local police and noted that the dog attacked one of his runners. The chief stated "it's about time someone took care of that dog". and that was that. when I used to hunt deer with a bow, the same police department told me to shoot any dog I saw chasing deer. Never saw one do that but that was what the police told us deer hunters to do. I grew up with dogs-my father competed in high level springer spaniel field trials. Last week we had to put down a dog we had owned for almost 17 years. My 26 year old son grew up with that dog and loved it more than just about any other animal we have had. that was tough. But I understand that some dogs are a nuisance or a danger to other animals or humans.
There are certainly situations where killing a dog is necessary. Whether Noem's situation was one of them, who knows. But this whole thing was one gigantic unforced error. I'm not really sure what she hoped to gain from this, but her releasing her biography just in time for a potential national political position is certainly no coincidence.
