    An advisor for the US army Major Colin Williams said the respective forces within the recently formed joint forces called Golden Lion Force should strengthen cooperation to accomplish their joint mission together, which is protecting the security condition of Kirkuk.

    He said that the US forces have provided some assistance for the Kurdish 1st Regional Guards Brigade which is based in Kirkuk as part of the joint forces within the Golden Lion Force.

    He added that the Kurdish forces known as Peshmerga are a recognized force within the Iraqi defense system.

    In discussing the normalization of the disputed areas, especially Kirkuk, he said the Iraqi constitution has set solutions to address the disputes over the fate of Kirkuk through article 140, saying the US supported to get the article implemented by an inclusive agreement within all Iraqi political parties.

    Erbil, Kurdistan - Iraq (KRG.org) - President Barzani yesterday opened the first conference of the Kurdistan Regional Government (KRG) international representatives at the Council of Ministers in Erbil.

    In his opening remarks, KRG Prime Minister Barham Salih welcomed President Masoud Barzani and said, "This conference is taking place at an important time, when the Kurdistan Region is witnessing large economic developments and is becoming an economic power in the Middle East. We are holding this conference to consider the work of the KRG offices abroad, and President Barzani during this meeting will discuss some ideas and plans for your future work."

    Following Dr. Salih's greeting, President Barzani spoke about the importance of the conference and gave the representatives a detailed update on the current issues facing the Region.

    "We have come a long way since the days when our representatives abroad could only see junior government officials and even that only in informal settings. I urge you to work towards strengthening our relations with countries around the world," the President said.

    class="thickbox"> border="0">

    The president went on to discuss the most recent developments with the reform program that is being instituted by the regional government, the continuing bombardment of the Region's border areas and the relationship between the KRG and the federal Iraqi government.

    "We are serious about the reform program that we have started and we will ensure that this program is implemented in a way that deals with corruption and mismanagement in a fundamental way."

    President Barzani reiterated that the Kurdistan Region stands for a peaceful solution to the rise in violence along its international borders and that it believes violence, airstrikes and bombardment will not lead to any results.

    "We are very unhappy about the fighting that is going on between the PKK and Turkey and the PJAK and Iran. We have tried very hard to reach a peaceful solution, and until recently, there were encouraging signs. The Kurds cannot achieve anything through violence nor can these countries resolve this issue using airstrikes and bombardment. We support the rights of the Kurdish people, but we do not support the PKK and the PJAK's use of arms; instead, we encourage them to ask for their rights using peaceful means. They [the PKK] should instead fight for their rights through the parliament in Ankara."

    class="thickbox"> border="0">

    President Barzani added that he is working in coordination with Iraqi President Jalal Talabani to address this issue, saying, "President Talabani and I are now trying to work out a solution between Turkey, Iran, the PKK and the PJAK, but if this effort does not succeed we do not want to be part of this fight."

    Regarding the KRG's relations with the federal government, the President said that the Iraqi Constitution defines the relationship and emphasized the Region's full support for the Constitution. In addition to this, he said that Prime Minister Barham Salih will lead a senior KRG delegation to Baghdad to discuss methods for resolving the outstanding issues between the federal and regional governments in the coming days.

    The three-day conference was organized by the KRG Department of Foreign Relations in order to present the government with a comprehensive update of the KRG's efforts abroad, exchange ideas and methodologies, and to ensure that the representatives are able to maintain a unified voice regarding the current objectives and interests of the Region.

    After the President's update, the Head of the KRG Department of Foreign Relations Falah Mustafa Bakir delivered an address thanking the KRG representatives for their role in opening channels of communication with countries around the world and reiterating the positive role that they play in strengthening the Region's relations with the rest of the world.

    "This is an important opportunity for our KRG representatives overseas to get an update on the regional political situation, the developments in the Kurdistan Region and Iraq and on the relations between the federal government and the KRG. We also want to use this opportunity to exchange detailed accounts of the initiatives being pursued by our offices abroad and to draft a long term plan for their future activities."

    Mr. Bakir went on to discuss the need for the KRG to be actively engaged in international efforts to promote federalism, investment and business, as well as cultural and educational exchange.

    The first day's proceedings were also attended by the following KRG officials: Speaker of the Parliament, Deputy Speaker of Parliament, Deputy Prime Minister, all members of the Council of Ministers, the Governor of Erbil, and all of the KRG's international representatives.
