Basically he is telling his followers that if Biden wins, its due to voter fraud and that if Biden wins, "We’re not going to stand for it.”

Trump doesn't understand that if no President is certified by Congress on January 21, the senior member of the Senate takes over. And he's a Democrat.

That's unless the House certifies their own election and in that case Nancy Pelosi takes over

well, i had assumed that if the House refuses to certify the Presidential election they may also not certify the election of House members.

however, they may choose to certify the House election and not the Presidential election, and in that case Pelosi becomes POTUS.

however, if for some reason they choose to also no certify the House election, Pelosi loses her position and next in line is President Pro Tempore Emeritus, who is not up for election this year.

 

Congress brings in new members on January 3, 2021, if Dems lose the house majority this election, then it could very well be a Republican House Leader that becomes the President on Jan 21 if there are still disputes of the Presidential election. Likewise in the Senate, Leahy could resign, or an election of eligible Senators could remove him from his position on January 3, 2021.

 

If the house is not certified the 2020 election, the House of Representatives ceases to exist.

That is unless of course the states select temporary people to fill in their spots.
