Rumsfeld Doctrine. apparently the man wanted to prove a point, and it had nothing to do with "the threat". in the meantime if you want to ignore the facts;
- motive ~ to secure the realm
- intent ~ 'clean break' and letter to clinton
- opportunity ~ at the center of storm calling for attack on iraq
