No I said my son (don't actually have one) and his mother should be allowed to marry, but probably should not be allowed to reproduce. Aside from social taboo and deformed offspring, there is no real reason to stop them from marrying. When you're talking about two brothers, the risk of deformed offspring is absent, so them marrying should be even less of an issue than a mother and son marrying, or a brother and sister marrying.

Hard to say, I'd like to see the polling method and stats on those who declined the survey too. Maybe it was in there but I didn't see it.
