I say closely monitored. legalized brothels that have strict health codes they have to follow. All street activity would be banned and HEAVILY cracked down on.

I'm not saying that I agree with the way it is; I am saying that that is the way it is. Apparently, the laws (in most states) make it illegal to pay someone to have sex with you (or receive money to have sex with that someone), but they make it legal for a third party to pay two or more people to have sex with each other or to accept money to have sex with someone else (provided that the buyer and the sex partner are different persons).
