Shaira law does not work like that. Shaira law works to find guilt and swift justice for that guilt. Under Shaira law, lots of innocent people are punished.
This concept effectively controls the people under Shaira law- they want to avoid being the ones found guilty and punished horribly so they behave... this is why Shaira justice is usually carried out in public.
Here we fight crime, there that punish the guilty.
