Observation: Lewis was actively attempting to sell drugs. Intent to sell and intent to purchase are treated differently. For example being in possession of alot of drugs shows intent to sell. Whereas there seems to be no reference to an intent to purchase felony in that link.

Question: are all laws involving intent to sell and intent to purchase identical now to those laws at the tiem of the Jesse Tefaro case?
