The arguement that the President had data on WMD etc not available to the public has pretty much fallen by the wayside based not only on what has been released on the data and but events in Iraq. More to the point perhaps the Senate and House senior members of the Intelligence committee (who saw what the President did) have come out with statments that there was no classified data to justify the President's actions beyond what is generally available (they did so last year) .

That being the case I dont think the administration deliberately lied, except to itself perhaps. It thought there were WMD, it simply did so based on evidence that would not pass the laugh test. People can make themselves believe what they want, in this case that is what happened.
