Uh.....that's easy. There are some already scheduled to come home. These 1500 are being sent for the specific purpose you just told us about.

Why is that difficult to understand? There are military personnel going and coming there all the time. I have friends whose son went last September was supposed to stay for a year....but was sent back home in January. It depends on who they need.....and where and when. If you were ever in the military, you'd know how that goes. My husband who was a C-130 pilot during the Vietnam war era......got called in to the base (Forbes AFB in Kansas) one morning and was sent over to the vicinity of Viet Nam. Even I didn't know for some time where they sent him. That's the life of the military.
