The shell is old. fine. The sarin{given the poor quality of Iraq's stuff} has to be newer. Just how much is newer is another question.
The simple existence of this shell means that Iraq's accounting of precisely 170 of these rounds made and destroyed was wrong.
Chances are there are more of them. Its impossible to guess, but the chances of there being exactly one extra round that Iraq hid from the inspectors seems pretty close to nothing....

Iraq's first field-test of a binary-type shell containing sarin was in 1988, U.S. defense officials have noted. Saddam's government only disclosed that it was testing and producing sarin after Iraqi weapons chief Lt. Gen. Hussein Kamel al-Majid, Saddam's son-in-law, defected in 1995. But Iraq never declared any sarin or shells filled with sarin remained.
